Luffy as the strongest character in One Piece, the events of the Raid on Onigashima suggest that he has finally achieved this milestone. His mastery of Haki is on-par with almost anyone in the history of the Grand Line, and his Awakened Devil Fruit is potentially stronger than any in the series.

Ryuma who was probably the best of his era, who till this day is like Wano's biggest legend, had a black blade but not a supreme grade. Mihawk is the only figure we know of that has a black blade and is classed among the supremes.

Imu is likely very powerful and they also seem to possess what could be an Ancient Weapon at their disposal. Using its powers, they were able to wipe out the Kingdom of Lulusia within a matter of seconds. As such, Imu can kill Yonko Luffy if they so wish.

When speaking of what Devil Fruit Imu has, one can only narrow it down to another version of the Hito Hito no Mi. In the case of Imu, this Devil Fruit could be the Hito Hito no Mi, Model: Akuma. It is clear that Imu will have a very overpowered Devil Fruit ability that could, in some ways, parallel Luffy.

Between 900 to 800 years in the One Piece world, Joyboy was likely the strongest pirate alive. He was a legendary figure who held the same powers as Luffy, those of Nika. When Luffy reaches his pinnacle, he will likely hit the same level as Joyboy.

Due to the level of military power that they have at their disposal, and their unknown level of spiritual power alongside the seeming immortality due to their Ultimate Devil Fruit, Imu is undoubtedly one of the most powerful beings, if not the most powerful being, in the whole of One Piece.

I mean, Joyboy's a freakin Ancient God while Roger's a strong willed ('/legend\') with overly tremendous power . Garp and Whitebeard are slightly weaker than Roger.
